Second installments: Your second installment is due by July 31st. This installment is payable to the Dane County Treasurer. Mail your payment to: Dane County Treasurer's Office, P.O.  Refunds: Refunds for over-payment of tax bills are mailed out weekly in December, January and February. (Refunds are described as "a payment exceeding the total amount due on a tax bill").  Refunds will not be issued on amounts under $5.00 unless requested.  This is to try to cut down on the costs associated with un-cashed checks
